Saleh was born in 1949 in Ain al-Hammam in Algiers. He lives and works in Algeria and France.
Diploma in art from the School of Fine arts in Algiers.
Diploma from ecole superior des beaux-arts in Paris.
Taught art in the School of Fine Arts in Algiers from 1980 to 1987.
He did courses in transcendental meditation in 1977 and in 1980 he did courses in the technique of MT-Siddhi and vol yoguique.
He established himself as an expert of the unified conscience.
In his works, Saleh stresses 'conscience' as the propeller of creativity. His works are also inspired by his individual experiment. Eventually, Saleh became part of his artistic project. Commenting on his artistic vision he says: "Conscience is the means and the end." Saleh repudiates miscalculated theories, which are motivated by the spiritual dimension within unlimited time factor.

Salah was also the Commissaire of an exhibition marking the Algerian festival in France in 2003. He also organised seven exhibitions launched by Algerian young artists in the International City of Art in Paris and Marselliie, in collaboration with Salavtore Lombardo; galerie Porte-avion, Chateau de Erviers, Library of Miramas, Library of Fos, Museum of contemporary art in Istres.
Saleh also initiated three projects: Journey of Artists, Elektra Space in Paris in collaboration with Jean Louis Pradel; Algerian Contemporary Artists; five exhibitions in collaboration with Evelyne Artaud, Algerian Painting in the 20th Century in collaboration with Ramon tio Bellido
